Abstract
This exploratory historical study researches the Head Start program goals and performance standards from the original task force and President Johnson's declaration of the war on poverty, to the present day. The historical research on the Head Start program is presented by decade adjacent to historical information about child development and early childhood education, and the political climate of that decade. The study will examine major Head Start program evaluations which occurred during each of the past three decades and discuss historical factors which may have impacted the research designs. The ultimate goal of this project is to learn from the past and to offer strategies for planning and implementing future evaluations of the Head Start program
